Introduction

These terms and conditions apply specifically to those persons registering with the Foreign Influence Registration Scheme (FIRS).

Using the FIRS service

Access and use by you constitutes your acceptance of these terms and conditions.

This takes effect from the date on which you first use the service.

You agree to:

  • use FIRS for its intended purpose only
  • use FIRS in a manner that does not infringe on the rights of, nor restrict or inhibit the use of this site by, anyone else
  • not do anything that could damage or disrupt the service
  • provide accurate information

Changes to the service

We update FIRS regularly. We can change or remove content at any time without notice. It is your responsibility to remain up to date with any changes to these terms and conditions.

Using GOV.UK One Login

Identity verification

We require persons registering with FIRS to verify their identity through GOV.UK One Login. Where the registrant is an organisation, the Senior Responsible Officer (SRO) is required to verify their identity. This is to reduce the risk of registrations being made under false identities.

Creating an account

You will need a GOV.UK One Login account to use FIRS. If you do not have one, you can create an account.

When you create an account, you agree to:

  • GOV.UK One Login storing certain personal data
  • sharing certain data with FIRS in accordance with Home Office guidelines and policy

This is explained in the GOV.UK OneLogin privacy notice and terms and conditions, and FIRS privacy notice.

Editing your details

When you create a FIRS account, we receive your email address from GOV.UK One Login. You must sign in to your GOV.UK One Login account to update your email address. You cannot update your email address in the FIRS service.

When you verify your identity, we may receive some information from GOV.UK One Login. This information includes:

  • your full legal name
  • your date of birth
  • your home address

You can update some of this information in the FIRS service after you have submitted a registration.

Your privacy

We collect and retain information about you in accordance with our privacy notice and our cookie policy.

By using the FIRS service, you consent to providing accurate information and understand that it is an offence to provide false information.

Disclaimer

While we make every effort to keep FIRS accurate and up to date, we cannot guarantee that:

  • the service will be uninterrupted or error-free
  • all information is complete, accurate or up to date
  • the service is free from viruses or other harmful content

Limitation of liability

We are not liable for any direct or indirect loss or damage from using FIRS. This includes:

  • loss of income, business, profits or opportunity
  • loss of data
  • any other loss or damage

Security

Virus protection

We make every effort to test the FIRS service for viruses at every stage. However, you are responsible for:

  • protecting your own computer system
  • using up to date virus protection software

Prohibited actions

When using FIRS, you must not:

  • introduce viruses, trojans, worms or other harmful content
  • try to gain unauthorised access to our systems
  • attack the service (including denial-of-service)

We will report any attacks or attempts to gain unauthorised access to the relevant law enforcement authorities and if necessary, share information about you with them.

There may be other legal notices on FIRS that apply to how you use specific parts of the service.

Our rights

If we do not enforce any part of these terms and conditions, it does not mean we are giving up our right to do so later.
